Mark Allen Jackson, 43, an ROTC instructor at Charles Herbert Flowers High School in Springdale, Md., pleaded guilty in federal court in Alexandria, Va., to traveling across state lines to have sex with a high school student. The U.S. Attorney's Office said the student was 16 and Jackson was her ROTC instructor. Sentencing was set for Jan. 8, 2010.
